MUNICIPAL CONSTRUCTION INSPECTORS ASSOCIATION (MCIA) The Municipal Construction Inspectors Association (MCIA) members are professionals working at the Los Angeles Department of Building and Safety, the Los Angeles Housing Department, the Public Works' Bureau of Contract Administration, the Bureau of Street Services , the Airports Department , and the Harbor Department.
It is their mission to protect the lives and safety of all of the residents of the city by ensuring compliance with local and state laws for the construction and maintenance of commercial, industrial and residential buildings. |

News MCIA Update (7-5-10) The MCIA met on June 30th for contract negotiations. The City is putting pressure not only on us, but all unions for concessions such as health care costs, and pension reform. They also verified that layoffs and furloughs will proceed. They have told us they will not give up the right to layoff even with concessions. The furlough plan put forth by the Mayor, which exempted special funded employees, and instituted a furlough percentage for split funded employees has been modified pending further review. Click here for Mayors memo. Proposed Furlough Plan (6-23-2010) The CAO gave notice to the MCIA that we would be starting furloughs in the second pay period. This starts July 4th. We will be working an 80 hour workweek for pay period #1. We also received a proposed furlough plan. It requires that all GM's resubmit their furlough plans. We will not know what the final plan will be until at least the 1st of July. We know that Housing, Harbor, and the Airport will not be furloughed. To see CAO letter to MCIA click here. To see Proposed furlough plan click here. MCIA Contract Negotiations (6-3-10) The MCIA has started meeting with the CAO concerning the new contract. The MCIA negotiating team has met twice with the CAO's Office personnel, May 20th and May 27th. The City budget numbers are still not finalized, and have changed without any establishing backup data between the two meetings. The City is pressuring all City Unions for givebacks. Contract Negotiation Update (4-27-2010) The MCIA and other Civilian Unions met with the CAO on Friday April 23rd. The CAO went over City finances and stated that the City was not going to default. Revenue was no longer in decline but has stabilized. He did restate the Mayor’s position of permanent pay cuts and layoffs. We are 100% opposed to this strategy. We have not begun formal negotiations with the CAO on our new contract. We expect this to occur in the upcoming weeks. You will be updated as information becomes available.
