Proposed Furlough Plan

(6-23-2010) The CAO gave notice to the MCIA that we would be starting furloughs in the second pay period. This starts July 4th. We will be working an 80 hour workweek for pay period #1. We also received a proposed furlough plan. It requires that all GM's resubmit their furlough plans. We will not know what the final plan will be until  at least the 1st of July. We know that Housing, Harbor, and the Airport will not be furloughed. To see CAO letter to MCIA click here. To see Proposed furlough plan click here.

MCIA Contract Negotiations

(6-3-10) The MCIA has started meeting with the CAO concerning the new contract. The MCIA negotiating team has met twice with the CAO's Office personnel, May 20th and May 27th. The City budget numbers are still not finalized, and have changed without any establishing backup data between the two meetings. The City is pressuring all City Unions for givebacks. Our position is to stand strong against any rollback of wages or benefits. As details become available, the MCIA wishes to keep you informed not only at this website, but also by email. Contract Negotiation Update

(4-27-2010) The MCIA and other Civilian Unions met with the CAO on Friday April 23rd. The CAO went over City finances and stated that the City was not going to default. Revenue was no longer in decline but has stabilized. He did restate the Mayor’s position of permanent pay cuts and layoffs. We are 100% opposed to this strategy. We have not begun formal negotiations with the CAO on our new contract. We expect this to occur in the upcoming weeks. You will be updated as information becomes available.

MCIA Response to Furloughs

(3-3-2010) The MCIA has filed two unfairs with the Employee Relations Board concerning furloughs. The first unfair was filed against the CAO's Office and challenges the legality of furloughs. The second unfair challenges the method underwhich Con Ad Administration has implemented the furloughs.

Working on a Holiday

(3-3-2010) The MCIA has received several complaints that Contract Administration is not paying time-and-a-half when a member works on a City Holiday during the furlough schedule.Working on a holiday entitles the member to Holiday Premium Pay [Article 6.5(H) from our MOU, page 44]. This is not the same as regular overtime which requires the member to work 40 hours in a week before qualifing for overtime rate.
