Retiree Health Subsidy Contribution Information

 

(5-9-2011)  The City is making the Retiree Health Subsidy Contribution the focus of our contract negotiations. This is true,for not only us, but also the EAA, and all other employee organizations who are currently in negotiations. Even the Coalition of City Unions,who have a contract, renegotiated their contracts to vote on this proposal. There has been a lot of misinformation on this subject. To put it simply,in the past when you were retired the City would cover all health care premium increases. The City has introduced two ordinances. One would cap the amount the City would pay when you are retired. You would have to pay any increase that was negotiated between the City and the Health care provider.The second would allow a City employee to receive increased subsidies when you are retired,if you contribute 4% when you are an active employee.This is part of the City Administrative Code, not our MOU Contract. The second reading of these two ordinances are scheduled to happen within 30 days. This is scheduled to take effect for anyone retiring on or after July 1, 2011. Our Attorney Blaine Meek is studying the ordinance's language and conferring with the CAO . He is also clarifying different retirement scenarios. There are two main scenarios. Retiring from age 55 up to 65. In this scenario the City is your main health care provider. When you retiree age 65 and older, Medicare becomes the primary health care provider and the City pays a supplement for Parts A and B. We are also negotiating COLA's to cover this increased cost over the life of our new contract. To see first ordinance click here. To see second ordinance click here.

 

 

Contract Update

 

(4-27-2011)   The MCIA has been negotiating on and off with the CAO for almost a year. Negotiations are based on proposals from the union and instructions from the Executive Employees Relations Committee. During this time we have not received any formal instructions from the EERC. The CAO has told us that we will be receiving these instructions early next week. We anticipate we will be meeting in the next two weeks. The CAO has told us that they would like our contract to be concluded by June 30th, to coincide with the new fiscal year. Although we have not received formal instructions, we believe that many of the items presented to the LA City Coalition of Unions will be presented to us. The Mayor has also outlined many of his proposals in his budget. Contribution to retiree health is a big issue. The City Council is currently preparing an ordinance that would effectively cap the amount the City would pay towards your health coverage when you retire. This would mean any increases in the premiums would be paid for out of the retiree's pocket.This would affect anyone retiring after July 1, 2011 unless your MOU had provisions to pay towards it. LA City Coalition of Unions Reaches Deal on Retiree Health Costs and Furloughs

 

(3-25-2011)  The LA City Coalition of Unions has reportedly agreed to a deal with multiple concessions to stop furloughs. We do not know all the details at this time but one item reportedly involves paying 4% of their salary to help fund the cost of retiree health benefits. This does not affect MCIA members, we are not part of the LA City Coalition of Unions.  As part of our ongoing contract negotiations the City has discussed having  MCIA members contribute to retiree health in additions to other concessions. Any agreement with the City will be voted on by the membership.
 
Employee Medical Costs to Increase on July 1

 

(2-10-2011)  The Joint Labor Management Benefits Committee (JLMBC) voted to recommend changes to our Flex benefits. These recommended changes were adopted by the Los Angeles City Council in late January. As per all civilian MOU's except DWP, the JLMBC negotiates civilian medical and dental benefits. These changes will be implemented on July 1, 2011. An open enrollment period will be offered on April 1, 2011. Click here to see changes.
