The Municipal Construction Inspectors Association (MCIA) members are professionals working at the Los Angeles Department of Building and Safety, the Los Angeles Housing Department, the Public Works' Bureau of Contract Administration, the Bureau of Street Services , the Airports Department , and the Harbor Department.

It is their mission to protect the lives and safety of all of the residents of the city by ensuring compliance with local and state laws for the construction and maintenance of commercial, industrial and residential buildings.

MCIA Members Healthcare Costs Have Not Changed

 

(8-25-2010) The media has reported that City workers have agreed to pay more for their healthcare. This applies only to the EAA members.  The City has also asked the MCIA to agree to this change as part of our contract negotiations. We have not agreed to anything. There are three (3) ways that changes to benefits may occur. (1) First the membership votes to ratify the change, (2) the changes are imposed on us after a lengthy impasse process, or (3) the majority of members of the Benefits JLMC ( Joint Labor Management Committee ) vote to make the change. None of these have occurred. You will be informed in advance of any possible changes.

 

Contract Negotiations Update

 

(8-10-2010)  The MCIA met with the CAO's office on 07-30-2010. At the core of the negotiations is 10% of shared sacrifice.It is a monetary amount that the City is insisting we give back through concessions. This is similar to what occurred last year. The main differences are that our contract is now open and the majority of MCIA members are not being furloughed. We are trying to get the best possible contract for our members under these difficult economic times. We expect negotiations will take several more months.  It is much better to negotiate a contract than to have one imposed on us. You will be updated as we receive information. 

 

MCIA Update

 

(7-5-10)  The MCIA met on June 30th for contract negotiations. The City is putting pressure not only on us, but all unions for concessions such as health care costs, and pension reform. They also verified that layoffs and furloughs will proceed. They have told us they will not give up the right to layoff even with concessions. The furlough plan put forth by the Mayor, which exempted special funded employees, and instituted a furlough percentage for split funded employees has been modified pending further review.   Click here for Mayors memo.
